APPG on Migration Event on the Earned Settlement Proposals

On Wednesday 21st January,  the APPG on Migration held a Parliamentary briefing on the Government’s new Earned Settlement Model. 

This roundtable, chaired by Baroness Lister, responded to Home Office proposals announced in November 2025 to replace automatic settlement with an Earned Settlement Model and to the launch of a public consultation on these reforms. These proposals seek to introduce the most significant revisions to the settlement (Indefinite Leave to Remain/ILR) framework in decades and parliamentarians have been receiving high volumes of casework relating to the potential impact of these changes. 

The event outlined the proposed settlement reforms and their likely impact on workers, families and employers, and aimed to support parliamentarians in engaging with constituents and the consultation process.

The session drew on expertise from trade unions, legal experts, and individuals with lived experience, with contributions from UNISON, ILPA, Barnardo’s, the Skilled Workers Justice Alliance, and Vialto.
