Key proposals include:
English language
- Introduce new English language requirements across more immigration routes, covering both main applicants and adult dependants.
- Raise standards for Skilled Workers and others from B1 to B2 (Independent User).
- Apply an A1 requirement for adult dependants, with progression to A2 for extensions and B2 for settlement.
- Increase existing settlement requirements from B1 to B2.
- Expand access to English language classes in partnership with education and community providers.
Earned settlement
- Extend the standard qualifying period for settlement to 10 years, while retaining a 5-year pathway for dependants of British citizens.
- Allow faster settlement through a Points-Based contribution system rewarding economic and social participation.
- Introduce a bereaved parent route for immediate settlement.
- Provide a clear pathway for children in care, care leavers, and young adults without status to regularise their position and access settlement.
Earned citizenship
- Align citizenship reforms with the earned settlement model, extending the qualifying period but allowing faster access for higher contributions.
- Refresh the Life in the UK test to better reflect integration aims.
- Consider reducing financial barriers for young adults who grew up in the UK.
